Beatrice was born on Dec. 10, 1932, in Parkhill, St. Vincent.She was preceded in death by her parents: Dalton Adolphus and Dorcas Alexandra France; sisters, Venita France Oliver and Josephine France; brothers, Samuel, John and Frederick France. brothers-in-law: Charles S. Matthew and Walter A. Jenkins; sisters-in-law: Viviana J. Lapsey and Jestina V. Matthew; nieces: Doreen Jenkins, Vida Bridgewater and Emelda Matthew; nephews: Albert France and Carlo Lapsey.She is survived by her husband, Deacon James J. Matthew; children: Geraldine E. Lash, 93, of Rogersville went to be with her Lord Friday, July 29, 2016, at her residence.Visitation will be Sunday, July 31, 2016, 6-9 PM at Elkins East Chapel. Mrs. Lash will lie-in-state Monday, August 1, 2016, from 1-2 PM, with funeral service starting at 2 PM at Springfield Cumberland Presbyterian Church, with Rev. Kenny Morgan officiating. Burial will be at Springfield Cemetery.Mrs. Lash was a faithful member of Springfield Cumberland Presbyterian Church for 59 years. She was a devoted mother and grandmother. Springfield Wednesday evening, the Georgia State Patrol said.Noel Blake Kessler was in a 2016 Ford Escape heading north at 6:23 p.m. when his vehicle was struck head-on by a 2005 Ford Crown Victoria that was heading south, according to state Trooper Chris Cuddington.The car crossed the southbound lanes and the median and hit the SUV head-on near mile marker 18, at Lorenzo Hurst Road.Kessler was taken by LifeStar helicopter to Memorial Hospital in Savannah. He died on the way to the hospital, the trooper said.The driver of the car, 38-year-old James Willie McNeil of Sylvania, suffered broken bones and non-life-threatening injuries, Cuddington said. He said McNeil was taken by ambulance to a hospital, where he remained Thursday morning.The northbound lanes of Ga. 21 were closed until about 9 p.m., the trooper said.Skies were clear and it was daylight when the accident occurred. Cuddington said he does not know if speed or alcohol were a factor in the crash.The patrol’s Specialized Collision Reconstruction Team is investigating the crash, a process that will take months to complete.Kessler was a building inspector for Effingham County for 15 years.The Board of Commissioners ordered flags at county buildings to be lowered to half-staff until his interment.Kessler “has been a staple in this community all his life,” a statement from the BOC read. He was “a man of great significance to our organization.“His knowledge and skills were exemplary,” the statement said. “His passion for his craft was immeasurable. He was truly an asset to us as a county and to our citizens.”Kessler was a veteran of the U.S. Navy and the Vietnam War. He was once fire chief for the City of Springfield.He also was active with the In Country Motorcycle Club, the American Legion and in numerous charitable events to benefit veterans.Kessler was preceded in death by his parents, Clarence J. Kessler Sr. and Christine Carr Kessler and his brother Brian E. Kessler.He is survived by his sons, Blake Garrett Kessler and Ashley Kliff Kessler (Libby); his grandson, Gavin; his brother, Jerry K...
